BACKGROUND The initiavites to foster immigration to Francophone Minority Communities(i.e Francophone communities outside of Quebec) is a product of various policies from the Canadian Federal government to ensure that the two official language communities benefit equally from the economic, social and cultural aspects of immigration. In fact, the Francophone Minority Communities(FMCS) have not benefited from the economic and social aspects of immigration as much as the Anglophone communities.To make up for this,in March of 2002 the CIC-FMC Steering Committee was established and given the mandate to develop strategies to increase the number of French-speaking immigrants to Francophone Minority Communities as well as facilitate thier reception and integration. In November of 2003, the CIC-FMC Steering Committee developed wo important guides: The Strategic Framework to Forster Immigration to Francophone Minority Communities, and The Strategic Plan to Foster Immigration to Francophone Minority Communities , in september of 2006, to facilitate the ground-work in provinces and territories. The Francophone Community of British Colombia has been mobilized since 2004 concerning the Francophone immigration Project, with the creation of the Regional Francophone Immigration Steering Comittee co-chaired by CIC, on the government side, and La Fédération des Francophones de la Colombie-Britannique(FFBC),as the umbrella organization for the Francophone community of BC. At the same time the community adopted a Regional Action Plan 2004-2009 to guide the activities of Francophone immigration Project in BC. Due to an agreement between CIC and FFCB, a position to manage the Francophone Immigration Project was created in 2006, this position allows for the coordination and facilitation of activities related to Francophone immigration in BC. Finally in 2008, as a result of talks and negotiations between CIC, the Province of BC(Ministry of Attorney General-Multiculturalism and Immigration branch), and the Francophone Community of BC; the Connection Center for Francophone Immigrants was born. This website will allow us to document the evolution of the Francophone Immigration Project in BC as well as share the current activities and political actions undertaken by the Francophone community of BC and its partners, namely CIC and the Province of BC to ensure that the Francophone Immigration portfolio continues to advance. |
